To add to this, the "Loud-o-meter" setting can indeed boost the volume, but it also makes the sound peak / adds a "crappy mic" effect, which is not desired.
Many community sounds are uploaded at a volume that is too low to "fix" with the loud-o-meter setting because the sound becomes too garbled when boosted.
An alternative / additional solution the VoiceMod team could implement is to add some elements to the "import sound" interface that guide the user to adjust the clip's initial volume to a suggested level -- something like "increase the gain slider until the audio peaks are near the red guideline." This could save a lot of effort on the front end of the sound import process.
